[Petal] Encode->_utf8_on problems

Jean-Michel,

I have a developer who is using Petal 1.06 under Windows and is getting
the following error when trying to parse one of my templates that has
been configured for Petal 1.10:

	Error: Undefined subroutine &Encode::_utf8_on called at (eval 26)
	line 13.

I have attached the debug file. This looks like a problem with his
version of Encode. The weird thing is that I don't even have Encode
installed on my system and the template works fine.
