[Petal] Petal and mod_perl

Jean-Michel,

Petal is still failing under mod_perl. You can use the test.cgi that I sent when I 
originally filed this bug to replicate the problem within a mod_perl environment. I 
continue to get streams of Segmentation faults until I cancel the operation.

However, the other bugs I submitted appear to be cleared up now. Even the quirky 
Petal tags (with the capital P) are not being included in the headers. Good work!
