There are effectively three levels of account:

1. visitor - This user can log-in, change their preferences and
   interact in various other ways, but they can't change any
   content.

2. editor - This user has one or more 'base documents' which
   define the parts of the site that they have privileges to edit,
   if they are viewing such a page, then they get the 'editor' admin
   bar, otherwise they are any other visitor.

3. admin (ID=1) - This user has privileges to manage users and
   audience categories but typically doesn't have a 'base document'
   and so can't edit content.  If the admin user has editor
   privileges over a document, the 'admin bar' disappears and is
   replaced by the 'editor bar'.

It looks like you logged-in with the admin account.  The
installation procedure will have created the admin user and one
initial editor account with a 'base document' of '/'.

You can either create a new editor user and log-in with that
account, or use the initial editor account.
