IMHO Petal should strip Petal style comments, like this:

  <!--? Petal comment -->

And not touch regular HTML comments like this:

  <!-- HTML Comment -->

And an especially important case are SSI comments/commands which Petal
shouldn't touch:

  <!--#echo var="SERVER_NAME"-->
