[Pangloss] A few bugs

Hi all,

Yesterday's meeting with Dan & Njomeza unearthed a few bugs:

1. Error modifying users, concepts, languages, terms, etc:

	 "No user ID = ARRAY=(0xNNNNNN) ..."

This has been fixed - it turned out to be a small HTML problem that 
crept up when moving from Standalone to running under Apache.  See the 
changelog for details.


2. URL filter does not work as expected when a document cannot be 
loaded.

The other filters (ie: language, etc) are acting as if there is no URL 
selected.

This is still outstanding.
