This seems to be moving along:

Translation Web Service (TWS)

Manage large amounts of translations. The Zope 3 community
would like to create a central point for translations, which
the Zope users can access at any point to update their local
    translations.

Keeping translations up to date. We want to make it as simple
as possible for users to update their local translations but
also commit changes. Ideally the most high-level function
would be that a user goes to the Translation Service in the
root folder and clicks on a button saying "Update my
Translations" and the system just goes to i18n.zope3.org an
grabs the latest translations for the user.

Develop a Zope 3 based killer application that could help many
other communities to manage their translations as well. Barry
showed great interest in such a product for Mailman.
