[Pangloss] UTF-8 input a safe assumption?

Hi,

This may be a minor issue, but I thought I'd raise it anyway:
in working on the tech spec for Pangloss, I've been wondering
if what Dan said about supporting older browsers (& computers
in general) applies to the translators using Pangloss as well?

For me it boils down to this: is it safe to require that all
input be in UTF-8?  Or should we start thinking about
supporting other character sets?

My preference would be to support only UTF-8 -- it makes the
back end much more simple.
