[MKDoc-dev] [bug] Newsletter emails are being converted from utf-8 to iso8859-1

The attached news item should be UTF-8 encoded and has appropriate 
headers indicating this.

However it seems to have been re-encoded as iso8859-1 and appears 
scrambled.
