[Petal] bug: documentation uses unsupported (but TAL spec) modifier

Thanks, I've added 'not:' as an alias to 'false:' in Petal::Hash.

Note that 'not:', 'string:' and 'path:' are required by TALES:

So Petal is still missing 'path:'.
