[Petal] [REQ] Escape HTML entities

Hi,

If you look at Petal's 'KNOWN BUGS' section, you'll see that you've
answered this:

  The XML::Parser wrapper only cannot expand entities "<", ">",
  "&" and """. Besides, I can't get it to NOT expand entities in
  'Stream' mode.
                     
This is great :)

I'll see if this actually works, passes the test suite, etc. and if
everything's OK I'll release Petal 1.07 along with this improvement
shortly.
