[Petal] [BUG] xi:includes don't preserve set variables

This has been discussed on the list before. Basically there is a need
for a 'local' and a 'global' keyword to specify the scope of a variable.
This is what TALES does, unfortunately it's not yet implemented in
Petal. Another item on my TODO list...

Functionality? Did you say functionality? You're not using Petal for
anything else than presentational stuff I hope :)
