[Petal] Petal 0.95 released

Hi List,

Nothing very new in this version... I have attempted make the debug info
a bit neater for the logs: when petal dies you get a one line error that
points to a temp file which contains all the debugging info...

I have also added $Petal::ENCODE_CHARSET and $Petal::DECODE_CHARSET
switches (and their associated constructor options). See the updated
docs for more info.
