[Petal] [PATCH] Petal::Hash::Var error on undef + misc

Steve, thanks for this patch which seems less of a performance hit while
providing a useful option for coders who don't like to use undef values.

I think it's quite fine to have a global option since it's more likely
to be a coding style applicable to the scope of an entire project.

Will appear on Petal 1.0, on the 15th of July :)
