[Petal] Xincludes bug

Hi List,

Using path relative to the current template with includes doesn't work
properly. On the other hand using absolute path works.

For instance:

  <xi:include href="../foo/foo.xml" /> doesn't work properly. 

However:

  <xi:include href="/stuff/foo/foo.xml" /> works.

This needs to be fixed so that Petal templates can be recursively
checked for well-formness using xmllint.
