[Petal] [BUG] Self closing tags and whitespace

Hi

I have been thinking about this a bit more and in cases other than
(X)HTML (which has some special cases [1]) Petal should generate
self-closing tags from elements in templates that are self closing
unless a petal:content / petal:inner attribute is present.
