I had a look at the farsipad site. I don't think the COD files are keyboard files - they seem to be files to translate between one form of font encoding and another. Therefore they will only work if you also have the font file: so for a font called Farsi_1, you will need the COD file for Farsi_1 *and* the Farsi_1.ttf file. 

However, I would not recommend using any non-standard fonts in any case. The Multikulti site uses Unicode fonts where Unicode is a global standard for font encoding.
