Umm, hidden documents are readable by _anyone_ it is only that they
are not linked to.

It is relatively simple change to make it so that hidden documents
are not linked to for users and I think this does makes sense to be
the default behaviour.

If _really_ hidden document are required then the only way to do
this at the moment is to add <Location> directives into the apache
conf and to restrict access that way.
